Creating the C-TEMAlp community

Events for local Stakeholders

C-TEMAlp aimed to create a network of business support organisations assisting SMEs in ‎the ‎transnational ‎Business Transfer process. This goal was pursued through a concrete ‎test of ‎a joint and transnational ‎mentoring programme with a complete range of tailor ‎made ‎services.‎

For this reason C-TEMAlp built on ‎the ‎competences of partners and their stakeholders at local ‎level with the aim to upgrade the services and the process at transnational level during the project. C-TEMAlp therefore organised the so called AlpCafé events to map at a first step the regional stakeholder ecosystem in order to create a transnational stakeholder network.

Resources and methodology

The format and name AlpCafé was based on the idea of the World Café ‎(http://www.theworldcafe.com/)‎, an interactive ‎methodology for engaging people in conversations and to foster participants to interact, share ‎their views, agree on common solutions. Informal meetings among people in fact (like conversation started in coffeehouse, home sitting rooms or ‎other places devoted to socialisation) have always been the frame for exchanging views, be active in the ‎social life, learn together.‎ ‎From this perspective the AlpCafè is a tool to launch a fruitful cooperation with the related target.

‎At the realisation of the AlpCafé the project partners were free to change and adapt the methodology to their regional needs in order to make the event as successful as possible for the participants and to achieve the project targets.
Therefore some partners combined the AlpCafé I with the organisation of an expert panel as a whole day event. Some partners cooperated with other partners from different regions and also invited experts and stakeholders from neighbouring regions.

After each AlpCafé 1 the responsible project partner generated a Report regarding the outcomes of the Event and the discussions at the different working tables.

The Framework condition for Business Transfer

The analysis of C-TEMAlp

C-TEMAlp foresaw an initial phase of analysis and mapping of the reference’s regional contexts with regard to legal, fiscal and tax-related aspects concerning business transfer. To this goal a panel was organised in each country with the aim to compare policies and regulations in force in the participating areas to develop a common model of cooperation among the involved organizations to the benefit of potential investors/sellers.
During the event, a pool of thematic experts deepened the main regional legal and fiscal framework for business transfer and possible scenarios of cooperation with other countries in the Alpine Space areas.

Information events for potential SELLERS

A set of services tested by C-TEMAlp consisted in structured events with a PLENARY SESSION with experts presenting topics such as: valorisation and innovation of the enterprise ( methods, diagnosis, commercial and financial aspects) and the legal aspects of transnational business transfer (e.g.Contract of Sale of Business) and INDIVIDUAL CONSULTATION sessions (20 min each company) to be booked to have a first orientation on specific and customised topics.

Information events for potential BUYERS

Specific events called Business to Credit (B2C) were organised to provided interested buyers of all the needed information to start planning a company acquisition with a trasnational perspective. Experts were therefore at entrepreneurs disposal to provide specific advices.

Mentoring and coaching

C-TEMAlp tested during the pilot phase a set of mentoring services structured with a 3-level intervention:

  • Level 1: Transnational Business Preliminary Transfer Information
  • Level 2: Transnational Business Transfer orientation service
  • Level 3: Transnational Business Transfer Matching Services

More than 100 companies were served by the C-TEMAlp partners and the outcomes analysed in two documents:

The Cooperation Manual

The C-TEMAlp Cooperation Manual is a guideline which helps the organisations part of the C-TEMAlp network, to define a common and harmonized approach and offer services in the field of Business Transfer responding to clients’ needs and help them to better understand business transfer as a transnational issue.

The Strategy and the MOU of the C-TEMAlp network

All the project partners within the C-TEMAlp project committed themselves to reinforce their services portfolio and capacity to provide basic information to the companies in relation to potential transnational business transfer and innovation processes.
In particularly they agreed to:
I. Serve SMEs even with specific supporting services for innovation and diversification processes in view of potential Business Transfer;
II. Adjust the BT services for the matching at transnational level;
III. Gain the capacity to deal with a potential list of international companies;
IV. Increase the capacity to easily report to the other members of the network and access to key information;

MOU of C-TEMAlp network

The Platform for supporting Business Transfer

In the frame of C-TEMAlp an IT platform was developed as a tool to facilitate the matching among potential buyers and sellers at transnational level. The BT platform not only supports the transnational matching but it is also useful to provide support services for companies and to strengthen the innovation potential of established SMEs. This Business Transfer platform is a meeting place for all parties concerned in business transfers and offers entrepreneurs specific services and a network of support organizations.

Suggestions to launch transnational Business Transfer Services

The overall C-TEMAlp experience with partners, companies and business transfer experts has been summerised in a publication "Handbook on Transnational Business Transfer" where you can read in glance how the services were structures and provided and the recommendations toward organisations interested in launching similar services.

At the end of the document it is also included the Discussion Paper "International Business Transfer  - Innovation and growth of enterprises through business transfer in the Alpine space" published by Frank Bau, Katrin Schillo, Eva Rohrer

Resources for decision makers

C-TEMAlp was also engaged in rising the topic of Business Transfer in the decision makers agenda. Different activities have been done to reach this goal.

  • In 2017 a policy round table was organised in Bruxelles to discuss the topic of business transfer in the Alpine space area. The panel discussion gathered decision makers of the European Parliament and the European Commission, regional representatives in Brussels together with experts and stakeholders.   • On this basis and in the light of the pilot testing, the main barriers toward transnational business transfer were highlighted in an "Input Paper on Business Transfer" were some policy intervention measures were proposed
  • After a period of consultation with decision makers involved by partners (especially Observers) at regional, national and EU level  a "Position Paper on Business Transfer" was then delivered, including the suggested policy measures options to foster transnational business tranfer and sustain companies and business support organisations on this topic.
