European Academy of Bozen-Bolzano (Eurac Research, ITA) - Lead partner

Eurac Research’s main contribution to the Alpine Drought Observatory, will come from the Institute for Earth Observation. Earth observation from space has opened new perspectives for environmental research. At the Institute for Earth Observation, we integrate remote sensing techniques with interdisciplinary approaches to monitor and to understand key environmental dynamics in mountain regions and related climate and disaster risks. Our research fields and projects address the most current and pressing societal challenges in mountain environments, such as:
• the role of mountains as water towers, 
• sustainable management of natural resources (agriculture, forestry, nature protection),
• risk management in the context of natural hazards and climate change.
Eurac Research will coordinate all activities and the quality assurance of the outputs. Furthermore, it will contribute with its expertise on the mapping of key environmental variables, mountain hydrology, risk assessment and policies.

Piedmont Region - Environment Department (ITA)

Regione Piemonte is a territorial administrative body with legislative powers and territorial planning. Water Protection Department carries out water resources planning activities through the Management Plan of the River Po River District (envisaged by Directive 2000). RP promotes negotiated participation at the basin/sub-basin level through River and Lake Contracts, working methods for the participated management of water bodies, which are fundamental elements of ecological networks. They are territorial planning tools and converge towards the Regional Water Conservation Plan. RP is part of the permanent Observatory on water uses in the Po river district. The Observatory is a tool for sharing information (climate and hydrological scenarios, real-time monitoring of availability and water consumption) and possible options to be implemented for the proactive management of water scarcity and drought.
PR will be responsible for the overall coordination of WPT5. PR will coordinate the drafting of Governance guidelines/policy paper towards improved drought management through ADO Drought management recommendations.

National Association of Consortiums for the Management and Protection of the Territory and Irrigation Waters (ANBI, ITA)

ANBI brings together the Reclamation and Irrigation Consortia that provide for the construction and management of hydraulic defense and regulation works, of water supply and utilization works with prevalent irrigation use, of environmental protection intervention. They perform a multi-purpose activity, aimed at the territorial, environmental and food security of the country, contributing to a sustainable economic development. Reclamation Consortia are public juridical persons with a structure of association and self-government, administered by organs democratically elected by the consortium members. Reclamation Consortia guarantee an effective territorial coverage, coordinating public and private interventions for soil protection, water regulation, irrigation and environmental. The Reclamation and Irrigation Consortia are looking for constant collaboration and coordination with the bodies operating in the area, as witnessed by the hundreds of agreements reached.
ANBI will provide technical support to the Piedmont Region for the acquisition of data relating to the study area in hydraulic and agronomic terms (flow rates, type of cultivation, water requirements).

Slovenian Environment Agency (ARSO, SLO)

ARSO primarily performs tasks related to national hydrological, meteorological and seismological services. Being an institution affiliated to Ministry of Environment and Spatial Planning, its tasks and organizational structure are determined by Governmental Decree on bodies affiliated to ministries and by laws governing specific topics and regulating ARSO activities (i.e. Meteorological Activities Act). By providing vital weather, climate and seismic information and high-quality environmental data for all target groups ARSO helps to reduce natural threats to people and property. It closely collaborates with institutions in field of environmental risks and disaster management. ARSO also carries out Drought Management Centre for Southeastern Europe (DMCSEE) tasks whose mission is to coordinate and facilitate the development, assessment
and application of drought management tools and policies in southeastern Europe with goal of improving drought preparedness and reducing drought impacts.
ARSO will be acting as working package leader responsible for establishment of drought monitoring by set of drought indicators (agricultural, meteorological and hydrological drought) to be included in the ADO and actively cooperate with other activities.

Slovene Chamber of Agriculture and Forestry - Institute of Agriculture and Forestry Maribor (KGZS MB, SLO)

KGZS MB focuses its activities in support of sustainable development of rural areas supporting development of economic activities and innovative business approaches combining environmental and social potentials. By offering support to different agricultural sector in terms of education,
concrete expert support in different areas, promotion, support services e.g. economics, planning, KGZS MB is also an important stakeholder in providing expert support in policy development for the sector. Activities also include planning and facilitating stakeholder dialogue processes, economic valuation of ecosystem services, supporting cross-sectoral cooperation and networking and general awareness-raising with respect to
the importance of sustainable development, especially development of innovative business initiatives on Green Economy principles. KGZS MB is a member of EUSALP Action Group 6.
We will focus on collection data and analyse of drought impacts for 2 pilot studies in Slovenia, study relationships to specific drought indices and disseminate project results to relevant stakeholders through annual education programme and conferences.

Iskriva, Institute for Development of Local Potentials (SLO)

Iskriva mission is development and implementation of projects leading to sustainable and balanced regional development, especially focusing on suitable management of natural resources and mitigation and adaptation to climate change. Iskriva experts have developed and implemented over 25 transnational projects in this area, e.g. DMCSEE – Draught Monitoring centre for SE Europe, ALPSTAR – Towards Carbon Neutral Alps, LOCSEE – Low Carbon SE Europe, SEE RIVER - Sustainable Integrated Management of International River Corridors and several other projects, all based on the principles of participatory co-development of content, leading to policy level input; either as recommendations or concrete additions to policy implementation procedures at sector level. Iskriva is also member of EU wide European Innovation Partnership on Water
and European Innovation Partnership for Raw Materials, complementing its international network of sector practitioners as well as policy level institutions.
Iskriva will lead WP Comm, responsible for implementation of holistic C&D activities, to increase awareness about drought impact on socio-economic status of areas and support establishment of a community of experts and stakeholders on the topic.

Central Institute for Meteorology and Geodynamic (ZAMG, AT)

The Central Institute for Meteorology and Geodynamics (ZAMG) is the federal weather service of Austria. Since its founding in 1851 the ZAMG operates the meteorological network of Austria and cooperates with many national and international (research) institutions. The climate research department of ZAMG is known as a key competence of climate research in the Alpine region with large experience in data quality control and homogenization, thus that the long-term instrumental data is prepared for the use in climate and climate impact studies. Another research focus is the investigation of climate change in the Alps and related extreme events, with a strong focus on hydrometeorological extremes like droughts and floods. The group has been involved in a series of national and international (EU funded) projects.
The ZAMG will lead activity T2, “Collection, preparation, and harmonization of data” and will be participating in several other work packages, particularly T3 and T5.

University of Freiburg (DE)

The Faculty of Environment and Natural Resources at ALU-FR specializes in applied environmental research and has experience with all EU project formats. Prof. Stahl's group focuses drought hazard and risk assessment, low flow and mountain hydrology. Her research pioneered the approach of linking drought indicators to drought impacts to inform drought early warning. Stahl has a track-record on transdisciplinary research project leads including an international Belmont Forum project and the BW-regional research network DRIeR aiming at improved drought monitoring. Specifically, the European Drought Impact report Inventory developed under her direction as work package leader in the EU FP7 project DROUGHT-R&SPI will be put into practice in the planned ADO. Her research also focuses on alpine low flow hydrology and she coordinates a collaborative project on the future of the River Rhine. She was a partner in, which will stand as model for ADO and keeps close links with EDO at JRC.
ALU-FR will lead T3 on Drought Impacts and contribute to several other WPs, in particular closely link with T1 and T5.

Swiss Federal Institute for Forest, Snow and Landscape Research WSL (CH)

WSL has large experience in coping with natural hazards in alpine space. The division “Mountain Hydrology and Mass Movements” is investigating spatial and temporal availability of water resources and has over 10 years of expertise in real-time operations of hydrological models. Since 2012 the platform is operated at WSL. This platform is a real-time information system for early detection and prediction of drought in Switzerland. This experience is of paramount importance for the “Alpine Drought Observatory”, which is planned in this project. WSL can provide support in methods for data integration, visualization and analysis. Experience with forecasts for up to four weeks is another key contribution. WSL is also very close to several end-users. Over 400 registered users regularly access to
WSL will co-design the platform content and contribute to its implementation. We will co-ordinate two case studies and translate needs of observers into products. This will provide them information that might support future policy making.

Office of the Upper Austrian Government - Water Management Planning (AT)

The Water Management Planning Unit can contribute following thematic competences to the project: strategic water management planning and assessment with focus on drinking water supply, irrigation and water protection; implementation & enforcement of Environmental and Water Law (according to the requirements of the Water Framework Directive, the Nitrates Directive and the Groundwater Directive); close cooperation with the Upper Austrian Farmer Advisory Service and Upper Austrian Advisory Service. The unit is represented in the ICPDR and Member of the Nitrates Committee (EU).
Upper Austria intends to improve drought preparedness. Strategic planning focuses on strengthening small water suppliers and farmers; Risk preparedness and efficiency of drought management shall be enhanced.

National Research Institute of Science and Technology for Environment and Agriculture, Grenoble regional centre (IRSTEA, FR)

LESSEM produces applied research for concrete solutions to aid decision makers and support public policies (EU/State/communities) through analysing mountain socio-ecosystems and addressing environmental challenges (biodiversity erosion, adjustment to global change…). Irstea
coordinates the Sentinel Alpine Pastures program in the French Alps, which aims to support adaptive governance of alpine pastures in the context of climate change. Strong connections to local stakeholders (protected areas, agricultural sector, governance…) and long term collaboration with the case study territory (Vercors Regional Park). In collaboration with the National Centre for Meteorological Research, on-going development of agro-climatic profiles of French Alps pastures and mountain territories, made available through an online platform. Technical and scientific support to decision makers, land managers and agricultural actors for adaptation to climate change Working experience in international contexts.
Project implementation in France: ADO deployment in the French case study (tools, recommendations), responsible for the results dissemination in France. Irstea will contribute to financial/technical/administrative reporting and share EU projects leadership know-how.
